Since the advent of Huntington's third wave of democratization, civil society has again become a crucible of experimentation and even the privileged space for the political and institutional consolidation of democracy, and is often placed within an enchanting repertoire of positive and optimistic action. From this hastily formulated assumption about civil society's democratic potential follows a triple function: counterpower, democratic legitimation, and strengthening of social bonds. To what extent do the modalities for choosing representatives of civil society participate in a holistic silencing of participation dynamics, social relations, and the heterogeneity of organized structures? Assuming that participatory instrumentation practices in the Haitian associative space produce, under the control of a citizen elite, exclusionary mechanisms harmful to the construction of genuine public spaces for emancipatory sociopolitical citizenship, this article offers a critical retrospective of the normative references underlying the link between civil society, participation, and citizenship, and reveals the contribution of certain social practices and strategies to the hegemonic position of civil society organizations in Haiti's associative space.
Depi enstalasyon twazyèm vag demokratizasyon Huntington lan, sosyete sivil la vin tounen ankò yon espas eksperimantasyon, menm yon espas privilejye pou konsolidasyon politik ak enstitisyonèl demokrasi a, epi yo souvan mete l nan yon repètwa aksyon pozitif ak optimis. Soti nan ipotèz prese sou potansyèl demokratik sosyete sivil la, soti yon trip fonksyon : kont-pouvwa, lejitimasyon demokratik ak ranfòsman lyen sosyal. Nan ki mezi fason yo chwazi reprezantan sosyete sivil la patisipe nan yon vizyon global ki fè silans sou dinamik patisipasyon yo, lojik rapò sosyal yo ak etewojeneite estrikti òganize yo ? Si nou sipoze pratik enstrimantasyon patisipatif nan espas asosyatif ayisyen an pwodui, anba kontwòl yon elit sitwayen, mekanis eksklizyon ki nuizib pou konstriksyon veritab espas piblik nan pèspektiv yon sitwayènte sosyopolitik emansipatè, atik sa a prezante yon retrospective kritik sou referans normatif ki soutni lyen ant sosyete sivil, patisipasyon ak sitwayènte, epi li mete an limyè kontribisyon kèk pratik sosyal ak estrateji nan pozisyon ejemonik òganizasyon sosyete sivil yo nan espas asosyatif ayisyen an.
